Robert Hoever
Problem Statement and Introduction to Human Trafficking

Robert Hoever is a Team Adam Consultant with the National Center for Missing & Exploited Children (NCMEC). Mr. Hoever was employed as a Director at NCMEC for 12 years. During his tenure with NCMEC, Mr. Hoever was responsible for managing NCMEC’s role in the AMBER Alert Program and served as a liaison to law enforcement and other AMBER partners; liaison to the fifty-three Missing-Child Clearinghouses; and liaison to Tribal Law Enforcement. In addition, Forensic Services, Long Term Missing Children, Missing Children with Special Needs, Children Missing from Foster Care Program, as well as any other special projects assigned by the Vice President of the Missing Children Division. Mr. Hoever also contributed to and helped review many of NCMEC’s publications as well as DOJ’s AMBER Alert publications. The last publication being NCMEC’s Long-Term Missing Guide for Law Enforcement. Bob also assisted and been involved with the development of many of the first DOJ child protection training programs and has presented on child protection topics throughout the country and internationally.
Mr. Hoever retired from the New Jersey State Police after 26 years. He retired as the Assistant Bureau Chief of the Child Protection and Cyber-Crimes Bureau. As such, he supervised the operations of the Missing Persons Unit, AMBER Alert Program; High Technology Crime Unit including the ICAC Regional Task Force, Violent Crime Analysis Unit, Cyber-Crimes Unit, and the RCFL Unit (Regional Computer Forensic Lab). He was also a past Clearinghouse Manager, as well as the Unit Supervisor of the Missing Persons Unit and the High Technology Crime Unit. He was responsible for the development of New Jersey’s AMBER program and was the first AMBER Coordinator for New Jersey. Mr. Hoever first started in the newly created Missing Persons Unit within the NJ State Police in 1985. Mr. Hoever was also responsible for the creation of the Child Sexual Exploitation Squad and proactively investigated child molesters undercover from 1985 through 1996 and was the first in the country to use fictious children in sting operations in 1985 and was named as an investigative pioneer by the FBI.
Mr. Hoever has a Bachelor of Science degree from the College of New Jersey, and a master’s degree in administrative science from Fairleigh Dickinson University. He has a certification from Fairleigh Dickinson University in Computer Security and Forensic Administration. He is also a graduate of the Northwestern University School of Police Staff and Command.

John Dale Hartman
Characteristics and Clues of Human Trafficking

John Dale Hartman is a Licensed Private Investigator in the Commonwealth of Pennsylvania and a retired Chief of Police of the Southwest Regional Police Department, where he also served on the founding panel responsible for the department’s creation. His law enforcement career includes service as a detective and as a team leader within both a multi-jurisdictional special response unit and a river patrol unit. As Chief of Police, he established the department’s Special Investigations Unit, which focused on child predator investigations and undercover narcotics operations.
Mr. Hartman has served on advisory committees for both governmental and non-governmental organizations responsible for developing curriculum and lesson plans for use by local, national, and international police agencies in combating human trafficking. He is also the Chief Executive Officer of a software development company currently designing investigative platforms for use by law enforcement agencies and corporate security departments, with particular emphasis on undercover digital investigations, including human trafficking–related offenses.
He is a featured columnist and contributor to PI Magazine and holds professional memberships in ASIS International, the International Intelligence Network (Intellenet), and the Pennsylvania Association of Licensed Investigators (PALI).
Mr. Hartman holds a Master’s Degree in Public Policy and Management from the University of Pittsburgh’s Graduate School of Public and International Affairs. His capstone research focused on the regionalization of police departments in Pennsylvania, a subject on which he has provided instruction to elected officials through the Local Government Academy, served as a panelist for the Allegheny League of Municipalities Spring Conference (2024), and consulted with local governments. He also holds a Bachelor of Arts in Administration of Justice from the University of Pittsburgh and an Associate of Applied Science in Cybersecurity from Westmoreland County Community College.
A published author and recognized expert witness, Mr. Hartman is an experienced municipal consultant and educator. He has taught at the university, college, community college, and police academy levels and has delivered training and presentations to corporate and nonprofit organizations. His curriculum development experience includes programs for Pennsylvania’s Municipal Police Academy, the Court Constable Program, the Sheriff’s Training Program, and the Penn State University training seminar series for private police and private security professionals.
He is currently completing a book entitled Good Cop: The Police Work That Derailed a Monster, which chronicles his role in the investigation and capture of a child murdere
Dan Coleman

Dan Coleman is the founder of Creative Solutions Investigative Services, established in 2012, a full-service private investigations firm based in Morris Plains, New Jersey, with offices in New York and Pennsylvania. Creative Solutions specializes in litigation support and insurance defense investigations.
Dan is also the founder of Covert Captures, an unmanned surveillance services company utilizing a custom-engineered hardware and software platform.
Dan has been a detective since 1988, including twenty years as a County Detective with the Morris County Prosecutor’s Office and four years assigned to the FBI Joint Terrorism Task Force. His investigative work has contributed to reported judicial decisions, with reports forming the factual foundation for opinions issued by the New Jersey Appellate Division and the New Jersey Supreme Court.
Richard Rosell

Richard Rosell is currently the co-owner and co-publisher of Professional Investigator Magazine, Professional Investigator Gear, and Unsolved Magazine. He is the owner of The Rosell Group, providing expert witness and consulting services as well as advanced training courses. He has enjoyed a lengthy and productive career in public safety that spans four decades. He spent 27 years in the New Jersey State Police, retiring at the rank of Captain. The breadth of his career includes road duty, undercover narcotics, station investigations, internal affairs, SWAT supervisor, drug interdiction commander, large scale drug seizure expert witness, promotional exam subject matter expert, policy advisor to the Superintendent, and Drug Recognition Expert (DRE). He served in numerous command and leadership positions. In 2005, he commanded a 140 + Law Enforcement Task Force in post-Katrina New Orleans. He has managed cases and enforcement activities related to human trafficking in both New Jersey and Florida.
He is the former Director of Public Safety for the Township of Springfield, where he was hired to rebuild the police and fire departments. He held the same position in the Town of Dover and spent 8 years as the Police Chief and Public Safety Director for the Town of Indian River Shores, retiring in 2023.
He has an undergraduate from Thomas Edison State University in Criminal Justice, a master’s from Seton Hall University in Human Resources, a master’s from the Naval Postgraduate School in Homeland Defense and Security, and a doctorate in Liberal Arts from Drew University. He is a graduate of the FBI National Academy, as well as the US Army Advanced Antiterrorism School, Certified Force Analyst Course, and Force Science Advanced Specialist Course.
He is a former adjunct professor for several universities and colleges on various topics to include History, Homeland Security, Intelligence, and Human Resources.
Richard is a veteran of the United States Marine Corps Reserve, the NJ Army National Guard, and the United States Army Reserve. He retired in 2019 after 32 years of honorable service.He is a former member of the Board of Directors for the American Red Cross, Treasure Coast and Palm Beach Region, and a current member of the Alumni Board for the Naval Postgraduate School, Center for Homeland Defense and Security and holds several instructor ratings, many of which are related to use of force.
